The first edition of the festival was launched with a $1,200 budget and the support of the Morrin Centre. This cultural centre is dedicated to promoting English-language culture, sharing its diverse heritage, and highlighting the contributions of the communities to Quebec City&#8217;s history.<\/p>\n<p>The festival quickly became a regular part of the Morrin Centre&#8217;s programming, supported by the only recurring grand from Heritage Canada and with logistical help from the City of Quebec. As the FCQ&#8217;s popularity grew, the Morrin Centre gradually handed over its management to the festival&#8217;s local organizers. The transition began in 2010 and was completed in 2011. Originally a small neighbourhood celebration centered and the Chauss\u00e9e des \u00c9cossais, the FCQ is now evolving into a regional festival run by an independant non-profit organization. The tartan was designed to be worn as a symbol of pride by all people of Celtic origin, regardless of where they live.<\/p><p><br><\/p>\n<p><strong>The themes addressed in this tartan are related to colors:<\/strong><\/p>\n<ul>\n<li>Blue and white for Scotland (and Quebec);<\/li>\n<li>Green, white and orange for Ireland;<\/li>\n<li>Four black lines intersect eachother for Britain and for history.<\/li>\n<\/ul>\n<p><strong><br><\/strong><\/p><p><strong>These themes are repeated in the lines:<\/strong><\/p>\n<ul>\n<li>Three wide green bands for Irish clover;<\/li>\n<li>Double orange lines in red for the Rampant Lion (another Scottish flag);<\/li>\n<li>Four white lines in the color sequence, responding to the black ones to return to the theme of Britain.<\/li>\n<li>All inspired by the armoury of Quebec City.
